You need a 7 Day BrainwashI must be honest. There are some days when I sit down to write and I think there?s not a shred of creativity in me. Today, as I began, was one of those days.

So I thought, why don?t I tell them about that? How do you get creative or resourceful when it just doesn?t seem to be there?

Easy peasy, as we used to say at school. (I think we might have added ?lemon squeezy? too ? but who cares?).

I simply remember all the times I have been resourceful. I see myself sitting at my desk writing furiously, wondering how on earth so much time can have passed I?m on such a roll. I recall times when I was teaching, or explaining something passionately to my kids, or when I had to think up a plausible excuse to get myself out of a hole, or when friends dropped in unexpectedly and I concocted a meal out of a larder I had considered empty ?. the number of times any one of us has been creative and resourceful is huge.

Pretty soon, my brain is so full of ideas, I wonder if I can just keep to one a day. My posture changes, I may walk about, my breathing is different.

And you know what? You can do it the other way round too. If I change my posture, my breathing and my movements to the way I am when I feel creative, that old creative feeling comes back all by itself.

A huge 7-foot long Leatherback sea turtle was treated for dehydration and released off Cape Cod. Meanwhile, a pregnant hawksbill sea turtle was rescued in the US Virgin Islands, and has since laid 55 eggs.

The New England Aquarium in Boston say it's released a 7-foot (2.1-meter)-long, 655-pound (297-kilogram) leatherback sea turtle back into waters off Cape Cod after it was treated for dehydration, trauma, and shock.

The turtle was found stranded near the tip of the cape Thursday. Experts at the aquarium say the male turtle was underweight (adult males typically weigh 1,000 pounds) and lethargic, and a large portion of its left front flipper was missing because of some kind of trauma.

Veterinarians treated it, and aquarium officials say the turtle regained its strength, and they released it off Harwichport on Saturday.

Leatherback sea turtles are endangered and the largest reptile in the world. Experts treated the turtle using information obtained from research on leatherbacks that were briefly captured over the past few summers off Cape Cod.

Leatherbacks migrate up the East Coast each June to feed on abundant sea jellies (jellyfish) in Massachusetts waters, particularly around the Cape and the Islands. They will migrate south for the winter in September and October, according to the New England Aquarium.

Hawksbill sea turtled airlifted from Virgin Islands

In other turtle rescue news, a female hawksbill sea turtle airlifted from the U.S. Virgin Islands to the Florida Keys-based Turtle Hospital was recovering Saturday and producing eggs, officials said.

The turtle, named Good Hope after the beach in St. Croix where she was discovered, has laid 55 eggs since arriving at the hospital in Marathon on Sept. 1.

Hospital manager Bette Zirkelbach said X-rays revealed more eggs were being produced, indicating that the turtle has been responding to antibiotics, wound care and physical therapy.

Some 47 eggs deemed "viable" were incubated, nestled in beach sand shipped from St. Croix, she said.

"Good Hope would have laid (eggs) on Good Hope beach in St. Croix, with that St. Croix sand," said Zirkelbach. "And those hatchlings would have come out and the first thing they would have contact with is St. Croix sand."

It can't be determined if the eggs are fertile, however, until the traditional 60-day gestation period ends.

The endangered hawksbill's continued improvement is good news to hospital director Richie Moretti, who founded the veterinary facility dedicated solely to the treatment of sea turtles more than 25 years ago.

"When 'Good Hope' came to the Turtle Hospital, it looked like we might have to amputate her front flippers," Moretti said. "But she's getting stronger and stronger every day."

With the turtle seemingly no longer in danger of dying, hospital staff is now trying to preserve the vision in the reptile's swollen eyes.

Good Hope was found severely injured Aug. 24 after Tropical Storm Isaac brushed St. Croix. Officials believe the animal was repeatedly gaffed in the front flippers, perhaps to remove fishing gear.

A Virgin Islands veterinarian treated her for a week before local fish and wildlife officials decided to send the animal on an American Airlines jet to the Turtle Hospital for treatment.

Consulting Firm Takes On GOP Look at Top

Just as many firms are professing their Democratic bona fides in the wake of the Democratic takeover of Congress, Clark & Weinstock is unabashedly pushing Republican Vin Weber forward.

Davis Weinstock, a Democrat, is stepping away from his managing partner duties, although he will continue to be chairman of the consulting firm. Weber, a former House member from Minnesota, moves up to chief executive Jan. 1.

Weber opened the D.C. office of the New York firm in 1994, and when the Republicans took the Hill, the lobby shop grew to a total of 35 people. For a while, there was another big Democratic name, former House member Vic Fazio of California, but he has moved on, and there has been a decidedly Republican cast to the firm.

He concedes to be looking to hire some Democratic congressional staffers, but Weber said that he not too concerned about being left out in the new world order on the Hill.

"When I started the firm, we had Democrats in charge of everything, and then it was still the Clinton administration" when the Republicans took Congress," Weber said. "You make adjustments. I'm not too concerned."

As a good Republican, Weber said that he regrets his party's losses in the midterm elections but adds: "I just think change is good for our business. When there's big change in Washington, all sorts of people need help from people with experience in Washington."

Also at the lobby shop: Edward Kutler, a senior adviser to then-House speaker Newt Gingrich (R-Ga.), moves up to be president and chief operating officer; and Sandra Kaplan Stuart, a Defense Department official in the Clinton administration, becomes chief marketing officer.

Clark & Weinstock, a part of the Omnicom Group, has a client roster that has included Pfizer, Freddie Mac and Microsoft.

Democrat-Heavy

Democratic lobbyist John D. Raffaelli is leaving the Washington Group, a lobby shop he founded and sold to Ketchum (also part of the Omnicom empire) several years ago. He is starting Capitol Counsel, which opens Jan. 1.

Capitol Counsel will be moving into offices and partnering with the American Continental Group, a shop with a GOP reputation.

Also joining Raffaelli: Denise Henry and her health-care practice that includes Sara Franko, a former Democratic congressional staffer, and Dan Papadopolis, who worked for then-Sen. Daniel Patrick Moynihan (D-N.Y.); Shannon Finley, political director for Sen. Max Baucus (D-Mont.); James C. Gould, a tax lawyer who was chief counsel to the Senate Finance Committee under then-Sen. Lloyd Bentsen (D-Tex.); and David W. Jones, who most recently consulted for the campaign of incoming House Ways and Means Chairman Charles Rangel (D-N.Y.) and Baucus. Henry starts out as the firm's only Republican.

Raffaelli is connecting with his earlier partner, Peter Kelly, a former chairman of the California Democratic Party, and Mike Roos, a former California Democratic legislator. Another former partner in the original McAuliffe, Kelly & Raffaelli firm is Terry McAuliffe, former Democratic party chairman.

Raffaelli, a former Bentsen aide, said that the time seemed right for him to shed administrative burdens and focus on lobbying.

"I love lobbying. I love being part of the legislative process," he said.

The Washington Group is headed by former GOP House member Susan Molinari (N.Y.).

Hill Traffic

During the current transition between Republican and Democratic control of Congress, it might be wise not to get in the way of the traffic between the Hill and K Street. Among those making the move:

Mark Kadesh, chief of staff for Sen. Dianne Feinstein (D-Calif.), is leaving the Hill after 16 years to join Bartlett & Bendall today. The firm is changing its name to Bartlett, Bendall & Kadesh.

The other names on the door are Doyle Bartlett, earlier chief of staff for Rep. Bill McCollum (R-Fla.), and Jennifer Bendall, former lobbyist for Vivendi and the Recording Industry Association of America and policy adviser to Sen. Richard Shelby (R-Ala.).

Also leaving the Hill is Elliot S. Berke, most recently counsel to House Speaker J. Dennis Hastert (R-Ill.), who has signed up with GOP lobby shop Barbour Griffith & Rogers as general counsel. He will focus on advising clients and the firm on such issues as foreign agent registration, lobbying disclosure and campaign finance issues.

Andrew Halatei and Ashlie T. Van Meter stepped off Capitol Hill to join the Stanton Park lobby shop. Halatei worked for Rep. J. Randy Forbes (R-Va.), and Van Meter worked for Rep. Melissa Hart (R-Pa.). Also, Brian Cavey, earlier with Washington Group International and Baucus, has joined Stanton Park.

New York DEC Takes Measures to Control Disease Outbreak at Rome Fish Hatchery

A portion of the fish being reared at the Rome State Fish Hatchery have been suffering from a severe outbreak of furunculosis, a bacterial fish disease, for the past several months, the state Department of Environmental Conservation (DEC) announced today.? In an effort to eliminate the disease from the hatchery, 131,000 brown trout and brook trout were destroyed earlier this week.

?DEC does not stock sick fish into the wild and, unfortunately, this was the only way to address this disease outbreak at the Rome Fish Hatchery,? said DEC Commissioner Joe Martens. ?Our Fish Culture staff takes great pride in the fish that they produce and this was not an easy decision for us to make.? The DEC fish hatchery system produces 2.4 million catchable size brook, brown, and rainbow trout for spring stocking each year, and lethal measures are only considered after all other attempts at disease control are exhausted.?

Fish health concerns at the hatchery began in November of 2011, when large numbers of brown trout fry succumbed to a number of diseases.? The loss left DEC facing a shortage of brown trout that would be stocked in the spring of 2013 as catchable-size yearlings.? Neighboring states were contacted to see if surplus fish were available to help alleviate DEC?s shortage, and 175,000 fingerling brown trout were imported from the State of Virginia to the Rome Hatchery in the spring of 2012.? These fish had been tested before being brought into the hatchery and were determined to be disease-free.

Furunculosis was first diagnosed at the Rome Hatchery in late June 2012, when samples from the Virginia brown trout tested positive.? Within a month, the furunculosis infection was severe and had spread to Adirondack and mixed-strain brook trout ? both known to be susceptible to this disease.? It is not known if the disease came in with the Virginia fish or had some other origin.? The disease, combined with a number of secondary infections, led to high mortality despite repeated therapeutic treatments.? Most of the Virginia brown trout did not survive, and by early September only 47,000 remained.? Heavy mortality was also seen in brook trout, which numbered 84,000 by early September.? These brook trout were intended for stocking this fall in the Adirondacks, constituting almost 25 percent of DEC normal stocking into Adirondack lakes and ponds.

In early September, hatchery personnel removed heavily infected lots of fish from the Rome Hatchery.? Brook trout intended for fall stocking would not be able to be stocked in accordance with sound management practice and DEC regulations.? Given their disease status and the long-term best interest of the state?s hatchery program, it was decided to eradicate the disease from the hatchery as soon as possible.? Targeted lots included the Adirondack and mixed-strain brook trout and the Virginia brown trout ? roughly 131,000 fish in total.? The fish were humanely destroyed using carbon dioxide on September 10 and September 11.

A hatchery mitigation plan has been drafted outlining measures to be taken to clean up the hatchery, including restrictions on transfers of fish in and out of Rome Hatchery, biosecurity measures, and a testing plan to determine if and when remaining lots are free of infection.

Due to pre-existing shortages and the furunculosis outbreak, it is expected that 224 lakes and ponds in the Adirondacks will be stocked with brook trout ? 102 less than originally planned.? Many of the ponds not stocked will still have holdover fish from previous years? stockings and continue to provide excellent angling.? There will also be fewer brown trout yearlings to stock in the spring of 2013 than usual, but final inventories will not be conducted until early next year.

UN health agency says Ebola toll at 31 in Congo

(AP) ? The death toll from an outbreak of the Ebola virus in northeastern Congo has more than doubled to 31 over the past week, while 38 other people are either suspected of having the disease or are definitely infected, the U.N. health agency said Friday. Aid workers fear that the disease may be spreading in part due to traditional funeral practices in the region.

The Ebola virus has no cure and is deadly in 40 percent to 90 percent of cases. The disease causes severe internal bleeding and can be spread by close person-to-person contact.

Fadela Chaib, a spokeswoman for the Geneva-based World Health Organization, said the latest outbreak in Congo was unusual in that the first person known to be infected was a health worker, and officials suspect that the worker might have picked it up from a patient. Health authorities are trying to find that "index case" ? the primary case of infection in the general population ? and trace that person's ensuing contacts.

Normally, someone seeking care from a health facility would have been reported first, and that has mostly been the case in the eight previous Ebola epidemics in Congo since the first discovery of the virus in 1976. This is the first Ebola outbreak in the Haut-Uele territory in northeastern Congo.

"The situation is serious," Chaib told reporters.

Among the 69 cases overall, there are 41 "probable and confirmed cases" and 28 suspected cases, WHO spokesman Gregory Hartl said. "The rule is that many of the suspected cases are later discarded," he added.

Authorities said last week that 15 people had died in northeastern Congo, where the tradition of washing and displaying of corpses before funerals can spread the epidemic. The tradition is intended to show love and respect for the deceased, but the practice also brings people into close contact with victims of the deadly virus.

Doctors Without Borders, along with WHO and Congo's health ministry, has been conducting education campaigns in the area to warn people of the risks linked to this practice.

The medical workers' aid group also is managing two quarantine centers in the municipalities of Isiro and Viadana, and the U.N. has called for the creation of a $2 million fund to fight the epidemic in Congo.

    This is a general question, could be anything from melt value Barbers to high graded Morgans.

    Everyone has different views on investing so please respect others opinions on what they plan on collecting.

    Since I started the thread I'll share my future collecting goals, as people may know I tend to find good deals to resell and seem to be all over with my collection. As a college student I'm fairly limited to the amount I can actually invest, which is why the idea of buying/selling seems to be a better fit for me atm. I've decided Morgans are my favorite coin and have been since I was introduced to coins by my Grandfather a few years ago. That being said I think the value of Morgans graded MS 65 have great value and I plan to add one to my collection each month. Based on recent auctions via eBay they tend to be on the low side, around $110-140 depending on the year. Varying MS 63's will run you roughly $45-65 for most common dates so why not pay for a nicer example. Hopefully I can pickup my first addition this week!

    I might look into 67's and even 66's. I know 66's could fit into my collection if I buy a coin every other month. Maybe I'll go with a 65,66,67.. that would look nice

    65= $100; 66= $300; 67= $700. As a college student, I suspect for monthly pick up you are looking at 65s and the occasional 66, unless you have a healthy trust fund.

    I invest in myself, so I buy coins that lead me to further my knowledge.

    If I wished to buy coins just for potential price appreciation, I would probably go with high collector grade, (xf or AU), early US coins if collecting US. Things like nice higher end large cents, half cents, draped and CB halves, etc. I figure there will always be collectors desiring these.

    If ancients, I would buy higher grade well known famous coins like Athenian owls.

    As far as making money, silver and gold is burned out. I say this because the people making any money on it are the ones selling it to you, making the buy price higher than spot, which means unless you plan on holding it for 100 years, you won't see a profit worth mentioning. Coins like Morgans are too closely related to the spot of silver, unless you can afford the few key pieces. Now, like Chris said, you could start buying up high grade old copper, but you won't get it cheap. An MS 65 might set you back 4-5K, but the potential for profit is many, many times greater than the more common coins. Thats my thought.

    Unless you have deep pockets, getting anything much over a 65 in Morgan dollars has a diminishing value to expenditure ratio. Sure, if you want to own a MS 67 common date Morgan ( I have owned a few MS 67 and 68 Morgans for FUN), it is great. However, the ability to resell a coin like that is not all that easy. For collecting fun and amusement, I go with MS 64 and 65 Morgans, with a pretty MS 63 thrown in there as needed. Those are the biggest "bang for the buck" in the Morgan world. Also, anything toned or PL will hold its value nicely, especially the DMPLs, regardless of grade, if they have those super deep mirrors and tons of eye appeal.

What Did We Learn from the Conventions? Romney-Democrats Offers an Answer

The end of the political conventions marks the true beginning of the presidential campaign. Detailed policy positions will emerge over the coming weeks, but major themes are defined during the conventions. Romney-Democrats.com believes that the key themes expressed in Tampa and Charlotte should encourage moderate Democrats to support Mitt Romney.

Romney-Democrats believe that the themes presented at both conventions confirm their support of Mitt Romney. The GOP stressed bi-partisan success, enhanced opportunity and self-reliance. The Democrats featured special interests, emotional appeals, and government programs.

Of interest going forward will be how the Romney campaign utilizes Paul Ryan ? will he be a magnet, drawing Romney to the right or will he serve as an anchor to reassure more conservative Republicans so that Romney can move toward the center. ?Common sense for the common good,? a theme of Romney-Democrats, reflects their belief that the country needs practical rather than ideological solutions to our current challenges. The GOP convention did not turn Romney-Democrats away from their support of Mitt Romney. But they realized that the Charlotte convention could persuade them to return to the Democratic fold. As the website reveals it did not happen. In the eyes of Romney-Democrats the opening night seemed to confirm the liberal Democratic model ? the solution for every problem is a government program. This model supports the GOP campaign strategy: identify special interest groups and offer them government aid, even better if you can personalize it to create an emotional rather than a reasoned response.

The commentary on Romney-Democrats.com challenges several of the emotional pitches delivered in Charlotte: Stacey Lihn on Obamacare, Lilly Ledbetter on wage discrimination against women, the Obama rescue of the US auto industry, Obama?s ending the war in Iraq, the effectiveness of the efforts at job creation.

There were some great speeches, speeches that moved traditional Democrats ? Biden?s and Clinton?s as well as Michelle Obama?s. But in the view of Romney-Democrats the overall pattern was the same: highlight a sympathetic special interest group (women, ?innocent? children of undocumented immigrants, veterans, kids headed to college), portray them as helpless, and then show how the government will come to their rescue if Barack Obama is re-elected. And then to have the president claim, in affect, that ?I have a plan to create a million jobs, but the Republicans won?t let me do it.? The Democratic convention was combination of pandering and whining. Romney-Democrats close with the observation that ?This man may be our president, but he is not our leader. And if he can?t lead domestically it?s no surprise that he can?t lead globally.?

Right now the Romney-Democrats are looking at deeds, not words; at performance, not promises. The debates may change their minds, but based on what they have seen so far they will vote for Mitt Romney in November.

(AP) ? Jim Calhoun is leaving Connecticut the same way he coached it to three national titles ? on his terms.

The 70-year-old Hall of Famer scheduled a news conference for 2 p.m. Thursday to announce his retirement, a person familiar with the decision told The Associated Press.

The person spoke to the AP on condition of anonymity because Calhoun's move had not yet been made public. WVIT-TV in Hartford first reported the expected announcement.

Assistant coach Kevin Ollie, who played for Calhoun and was his hand-picked successor, will be introduced as the Huskies' new coach. The person familiar with the deal said Ollie will receive a one-year contract.

Calhoun racked up 873 collegiate wins ? 625 of them at his beloved UConn, where he ran the men's program for 26 years and won three national titles.

Recently, though, Calhoun has struggled with health problems, including a fractured hip that required surgery and left him on crutches after a bicycle accident last month.

Ollie will take over a Huskies team that is ineligible for the 2013 NCAA tournament because of its failure to meet national academic standards, one of several off-court problems that hit UConn late in Calhoun's tenure.

The Huskies will open this year with just five players who saw significant playing time last season.

Before fracturing his hip, Calhoun fought off cancer three times and missed eight games last season because of a painful spinal condition. He returned just four days after having back surgery to coach the Huskies in their regular-season finale and the postseason.

UConn finished the year 20-14, losing to Iowa State in the first-round of the NCAA tournament.

In addition to his medical leave, Calhoun served a three-game suspension at the start of the Big East season last winter for failing to maintain an atmosphere of compliance in his program with NCAA rules, an issued that dated to recruiting violations in 2008.

A native of Braintree, Mass., Calhoun played college basketball at American International in Springfield, where he was a team captain and leading scorer his junior and senior years.

After coaching in high school in Connecticut and Massachusetts, he was hired to coach Northeastern in 1972.

Calhoun spent the next 14 years at the school, transforming the team from Division II program to a mid-major power with five appearances in the NCAA tournament.

Calhoun was hired by UConn in May 1986 and won an NIT title in his second season. His teams won 10 Big East regular-season championships and seven Big East Tournament titles.

In 1999, he coached the Huskies to a 34-2 record and their first NCAA championship, a 77-74 upset over Duke.

In 2004, the Huskies started and ended the season at No. 1, beating Georgia Tech in the NCAA championship game 82-73.

In 2011, UConn finished the regular season in ninth place in the Big East before reeling off a remarkable 11-game run in the postseason, including a 53-41 victory over Butler in the national championship game.

Calhoun's only loss in the Final Four came in 2009 to Michigan State in the national semifinals. The coach missed the Huskies' first NCAA tournament game that season after being hospitalized for dehydration.

It was one of several health issues that marked his time at UConn, where he missed 29 games, and left another 11 because of illness. He successfully battled prostate cancer in 2003 and skin cancer twice, most recently in 2008.

Calhoun also was hospitalized in 2009 after breaking several ribs during a charity bike ride and he missed seven games in the 2009-10 season for an undisclosed stress-related medical reason.

In May 2010, the program was cited by the NCAA for eight major rules violations. The allegations came at the end of a 15-month investigation into the recruiting of former player Nate Miles, who was expelled from UConn in October 2008 without ever playing for the Huskies.

Besides accusations that his staff improperly contacted recruits, gave them improper benefits and distributed free tickets to high school coaches and others, Calhoun was cited for failing to maintain an atmosphere of compliance.

The accusations led to the resignations of two assistants, and a promise from Calhoun to make things right. He told reporters that the idea of bringing closure to that issue was a "major, major factor" in his decision to come back after the 2011 championship season.

Calhoun also faced criticism for his team's performance in the classroom. His team failed to qualify academically for the 2013 NCAA tournament under rules passed in the fall of 2011.

UConn sought a waiver citing improved scores in 2011-12, but that was rejected and five underclassmen left the Huskies after last season, two heading for the NBA and three transferring.

Ollie has never been a head coach at any level. He played at UConn and spent 13 seasons in the NBA before being hired as an assistant in 2010.

Calhoun, the state's highest paid employee, signed a five-year, $13 million contract in 2010.

Under that deal, once he retires he is due either a $1 million cash payment or another 5-year job in the athletic department with a $300,000 a year salary.

Sanctions successful but Iran is undeterred

Are economic sanctions successful if the Iranian economy crashes but the regime continues developing its nuclear program? That is the dichotomy now playing out inside the Islamic state, according to new data on the Iranian economy and its nuclear program.

The latest data on the quantitative success of the sanctions comes from an economics research firm, the Rhodium Group of New York.?In a paper published last week, Rhodium said that customs data from around the world show both Iranian oil exports and revenues have dropped precipitously.

?As customs data for the month of July rolls in, we?re getting a clearer picture of Iranian exports the first month after new U.S. and EU sanctions formally took effect,? states the report. ?And it?s not a pretty one for Tehran.?


Specifically, the report states that the ?best guess? on Iranian oil exports in July is no greater than 940,000 barrels, down from 1.7 million barrels in June and 2.8 million barrels a year ago. Oil revenue dropped even more sharply, from $9.8 billion in July 2011 to $2.9 billion a year later. The disparity between the drop in oil sales and the decline in revenues was partly attributable to tumbling oil prices; even the value China?s oil imports dropped 28 percent from June to July.?

But Trevor Houser, the author of the report and a former senior adviser to the Obama State Department, says the success of the sanctions is surprising even to those who thought them up. ?The July decline in Iranian oil exports and revenue is greater than anyone imagined would occur when U.S. sanctions were signed into law at the beginning of the year,? said Houser, a partner at Rhodium Group. ?

Iran's currency hits fresh low against dollar as sanctions bite

U.S. and international sanctions -- mainly imposed by the European Union -- constrain a broad range commerce with Iran. They encompass the oil embargo, restrictions on the Iranian banking sector and its ability to carry out international transactions, the importation of industrial and construction equipment, and even luxury goods.

One of the most crippling has been a ban by SWIFT, the international financial clearinghouse, on Iranian funds transfers. Officials say the SWIFT sanctions have been particularly effective in limiting Iranian imports of all sorts of goods, even food supplies. The sanctions are so broad that the U.S. Treasury Department has exhaustive documentation on what is permitted, what is not, as well as licensing requirements.

At the same time, the International Atomic Energy Agency?s quarterly report on Iran?s nuclear program shows while Iranian oil revenue was declining, there was a simultaneous and dramatic increase in the number of centrifuges at Iran?s once-secret Fordow nuclear site. Iran in fact more than doubled the number of installed centrifuges -- from 1,064 to 2,140 -- in May, the IAEA reported.

Iran test-fires missile with new guidance system

The centrifuges, which are not the latest models that Iran possesses, have not been turned on, but U.S. officials call the speedup ?troubling? if not a ?game changer.? The Iranians also have increased their stockpile of highly enriched uranium, indicating that they have been getting better at the enrichment process.

Yuval Steinitz, finance minister of Israel, offers insight on keeping the Israeli economy afloat despite the threat of Iran's nuclear program and a war of words.

Finally, at a military nuclear site named Parchin, which the IAEA wants to inspect, crucial buildings had been demolished and earth removed, the IAEA reported. Western diplomats see this as part of a cover-up by Iran of illicit nuclear-linked tests.

'Economic warfare'
So while the shipping data show the sanctions are a quantitative success ? causing a rapid deterioration of Iran?s oil-driven economy ? the IAEA data suggest no qualitative success. Iran continues to install new centrifuges and enrich more uranium, while refusing to permit IAEA inspections of Parchin.

?The challenge is it (the embargo) doesn?t seem to have much of an impact,? on Iran?s behavior, Houser admits.

That doesn?t mean sanctions should be abandoned, says Mark Wallace, a former U.S. ambassador to the United Nations who runs an activist group, United Against Nuclear Iran, that?s engaged in shaming Western companies into abandoning business in Iran.

"Sanctions are clearly having an impact, but we can do much more and must,? said Wallace, who advocates ?economic warfare? against Iran. ?Importantly, the most robust sanctions in history can only prevent Iran from going nuclear if they are part of a larger strategy that includes thoughtful military planning and rigorous diplomatic activity."

Iranians feel the pain of sanctions: 'Everything has doubled in price'

Wallace points to victories big and small. He notes that in the last few days, a Russian firm decided to stop verifying safety and environmental standards for one of Iran's biggest shipping groups, making it more difficult for it to operate internationally.

It?s not surprising that economic sanctions don?t produce an immediate effect, says David Albright, founder and president of the Institute for Science and International Security (ISIS), which monitors nuclear proliferation. They take time.

?It?s a sticky thing with sanctions,? said Albright. ?Nothing happens and then suddenly something big happens. It?s hard to predict what's going to happen over next six months as the sanctions tighten.

At schools, in shops, and on the streets of big cities and small towns, daily life plays out in Iran.

?The other part of the story (that Iran continues to make progress on its nuclear program) is true, which is why it?s all immensely frustrating to countries. It argues that ways have to be found to delay Iran from making progress on its nuclear program, because in a sense you need more time for sanctions and that means more covert actions,? like the Stuxnet virus and attacks on Iranian scientists. The former is believed to have been a joint U.S.-Israeli sabotage operation, while the latter is said to be an Israeli secret service initiative.

Albright also says that the sanctions have to be accompanied by a threat of military action if Iran continues on what the U.S., Israel and other Western nations believe is a path to nuclear weapons.

?The part of it is that it has to be clear in Iran's mind is that the United States will strike militarily to stop them,? he said. ?

Iran: 'We can manage this'
Iran?s response has been that it will never give up its ?legitimate? right to develop nuclear energy, while steadfastly denying it is working on a nuclear weapons program.

Privately, Iranian officials dismiss the effect sanctions have on Iran?s nuclear policies. They say the effects of the Iran-Iraq War that ravaged the country for eight years in the 1980s -- a war in which the United States covertly supported Saddam Hussein?s regime ? were far worse.

??If we could manage that, we can manage this,? said one official, speaking with NBC News on condition of anonymity.

A U.S. official indicates that no significant developments have occurred as world leaders meet with Iranian representatives in Turkey to discuss Iran's nuclear intentions. NBC's Ali Arouzi reports.

Asked to estimate the chances that sanctions will lead to Iran ending its uranium program, the official replied, ?Zero.?

Other Iranian officials say the sanctions are part of a ?secret war? led by the U.S. and Israel that also includes the assassination of Iranian nuclear scientists, infections of Iranian computer networks, drone overflights and even U.S. Special Forces insertions within Iran?s borders.

Iran: We can destroy US bases 'minutes after an attack'

In the face of such provocations, one suggested, how long can Iran decline to respond?

Reprisals could already be under way. Israel has accused Iran of planning or carrying out recent attacks on its diplomatic personnel in Azerbaijan, India and Thailand, as well as orchestrating a bombing that killed four Israeli students on vacation in Bulgaria.

The Iranians strongly deny any role in those plots.

US stocks rise ahead of Fed meeting

(AP) ? Investors spent Tuesday preparing for two events sure to move markets this week: a Federal Reserve meeting and a court decision on whether Germany can help support its struggling neighbors. And if the stock market's gains Tuesday are any sign, they expect both events to turn out well.

The Dow Jones industrial average rose 69.07 points to close at 13,323.36. The average of 30 large company stocks has already gained 1.8 percent to start September, a month which is usually dismal for stocks.

Bank of America led the 30 stocks in the Dow, rising 5 percent, or 45 cents, to $9.03.

Federal Reserve officials will gather for a two-day meeting on Wednesday. Many expect the Fed will announce a new effort to revive the sluggish economy Thursday afternoon.

On the same day the Fed starts its meeting, Germany's high court is expected to rule on whether the country can participate in a European bailout fund. The court rejected a last-minute appeal to delay the decision on Tuesday.

"It's going to get interesting this week," said Randy Frederick, managing director of active trading and derivatives at the brokerage Charles Schwab.

Frederick expects the Fed will make some sort of move, especially after the government reported last Friday that employers added fewer than 100,000 jobs in August.

"Prior to the employment report people weren't as sure," Frederick said. "I am definitely on the majority side here. There's some sort of easing coming."

In other trading, the Standard & Poor's 500 index rose 4.48 points to 1,433.56. The Nasdaq composite increased 0.51 of a point to 3,104.53.

The assumption that the Fed will announce new stimulus measures is so widespread that some worry the market could take a plunge if the Fed fails to deliver.

Ron Florance, managing director of investment strategy at Wells Fargo Private Bank in Scottsdale, Ariz., said he's always wary when stocks rise on nothing more than expectations.

"These are the things that make you nervous, when markets are going strong in anticipation of news," Florance said.

On Tuesday, the Commerce Department reported that exports to Europe dropped 11.7 percent in July, stoking concerns that Europe's troubles could smother the U.S. recovery. Overall U.S. exports fell 1 percent to $183.3 billion, lowered by weaker sales of autos, telecom equipment and heavy machinery.

Morgan Stanley and Citigroup rose after the two banks settled a dispute over how much to value their jointly owned brokerage firm, Morgan Stanley Smith Barney. The deal cleared the way for Morgan Stanley to buy Citigroup's stake. Citi gained 83 cents to $32.66. Morgan Stanley rose 64 cents to $17.25.

A profit warning from luxury clothing chain Burberry helped tug down other high-end retailers in early trading. Burberry said slowing sales to China will likely weaken earnings. Ralph Lauren lost $4.09 to $156.22. Tiffany & Co. sank 78 cents to $62.26.

Among other stocks making moves:

? Legg Mason jumped 5 percent following reports that its CEO will step down Oct. 1. Clients have been pulling money out of the money manager's funds, weakening revenue. Legg Mason's stock surged $1.38 to $26.85.

? Hewlett-Packard gained 52 cents to $17.95, a 3 percent gain. The computer and printer maker said late Monday that it will cut 29,000 jobs by October 2014, or 2,000 more than it had previously planned. Sales of personal computers have slumped as people favor smartphones and lightweight tablet computers.
